Kathleen A. Fisher
Kathleen Fisher is a partner with the law firm Graves Garrett. She represents clients in the defense of civil, criminal and regulatory investigations, as well as qui tam claims and False Claims Act/Health care cases.
Kathleen has extensive experience representing individuals and businesses in a variety of complex government investigations including health care fraud; civil and criminal tax matters; civil and criminal forfeitures; FDIC and SEC violations; environmental violations; mail fraud; wire fraud; and other financial and white collar crime cases. She also has experience defending and prosecuting qui tam or False Claims Act claims.
Kathleen’s practice also includes civil litigation, corporate compliance on behalf of corporate clients, and corporate governance and general business counseling.
Her honors include recognition by Missouri & Kansas Super Lawyers as a “Rising Star” (2012-2016) in white collar criminal defense), and recognition by Kansas City Business magazine as a “Rising Star” in 2014. Kathleen was also named an “Up and Coming Lawyer” by Missouri Lawyers Weekly in 2014, and was honored in Ingram’s Magazine Women Executives-Kansas City class of 2016.

Prior to joining Graves Garrett, Kathleen served as a prosecutor in the Buchanan County, Missouri, Prosecutor’s Office where she managed a significant felony caseload and led numerous jury trials ranging from homicide and reckless exposure to HIV to rape, child abuse and felony controlled substance charges. During her time as a prosecutor, Kathleen also wrote and argued appellate briefs before the Missouri Court of Appeals.
Kathleen earned her undergraduate degree in finance from the University of Missouri. While at Mizzou, she was a member of the Honors College and served as president of her sorority, Alpha Phi. She earned her law degree from the University of Kansas. While in law school she clerked for federal magistrate Judge David Waxse in the District of Kansas. She earned her juris doctorate in 2005 and received the CALI award for academic excellence.
Kathleen currently lives at Weatherby Lake with her husband and three children. She and her family are active members of St. Therese Parish where she serves on the St. Therese School Advisory Council.
